They are fully cascadable and can be expanded to any increment of 4 bits. The IDT39C09s can select an address from any four sources: 1) external direct inputs (D); 2) external data from the R inputs, stored in an internal register; 3) a 9-word deep push-pop stack; or 4) a program counter register.
